Under Shams Dubai net metering, villas can cut their electricity bill by 90% or more, up to a typical roof of about 30 kWp. The figure is measured against the electricity charge, not the whole DEWA bill, which also carries water, sewerage and the housing fee. It depends on usage and roof.

What does electricity cost in Dubai?

The rates as DEWA publishes them. The higher your bill, the more of it sits on the top steps, and those are the units a daytime system takes off first.

The gold steps are your most expensive units, and the ones a well-sized system deletes first. That is why bigger bills see faster payback. Plus a 6 fils fuel surcharge on every unit.

Off-grid
Off-grid isn't offered for DEWA-connected sites in Dubai; it can be, for a site that isn't connected to DEWA, such as a remote site.

Grid-connected systems are capped at 1 MW under DEWA and EtihadWE rules; off-grid systems have no such cap.

The Dubai tariff maths

DEWA residential rates are tiered: 23 fils/kWh up to 2,000 kWh/month, 28 fils to 4,000, 32 fils to 6,000, and 38 fils above that (plus fuel surcharge). A villa bill of AED 3,000+ means you're buying your last units at the top slabs, and those expensive units are what solar eliminates first. That top-slab effect is why Dubai villas with high AC loads do well from solar. Your bill, tariff and roof decide the payback; the calculator shows yours.

Community NOCs: the step everyone forgets

Most Dubai villa communities (Arabian Ranches, Emirates Hills, The Springs, Palm Jumeirah, Jumeirah Golf Estates, Al Barsha villas, Mirdif, and the rest) require a developer or community NOC before panels go up, each with its own forms, drawings, and quirks. Your proposal says which applies to your community.
